Hier der genaue Wortlaut von der Celebrity Webseite, Stand 21. Dezember 2007:

For Europe, the Middle East and Africa bookings, the fuel supplement applies to new bookings made on or after 10 December 2007, for sailings that depart on or after February 1, 2008. The amount of the supplement per guest per day appears in the left hand column of the table below and the maximum amount of the fuel supplement per guest per sailing appears in the right hand column. The supplement only applies to the first and second guests in a stateroom.

Das heisst also, dass für alle Buchungen, die ab dem 10. Dezember 2007 getätigt wurden, Euro 3,50 pro Tag, bzw. maximal Euro 49 für die gesamte Cruise gezahlt werden müssen. Also hat man doch den Wechselkurs berücksichtigt.
